Title:
  Page not created with tagged content when page with a tag is part of
  collection

Status in Mahara:
  In Progress

Bug description:
  In bug #1775106 we introduced the possibility to populate a page with
  tagged content.

  That doesn't happen when a page with the selected tag is part of a
  collection.

  To replicate:

  1. Create a journal entry and tag it "mahara".
  2. Create a page and tag it "mahara".
  3. Create a collection and add the page to it.
  4. Create another page and in "Create via tags" enter "mahara".
  Expected result: The page is created and the journal entry added.
  Actual result: The following error message.

  [WAR] eb (lib/errors.php:536) [Error]: Class 'Collection' not found
  Call stack (most recent first):

      exception(object(Error)) at Unknown:0
