  Tags on group, institution and site pages are clickable but lead to

Bug description:
  Tags used on group, institution and site pages are clickable, e.g. the
  page tags, but only lead to "Access denied" because they are not
  personal tags.

  It would be better not to show the tags linked when they can't be
  clicked.
