Bug 1795749: Notification count is more visible on dashboard

The notification count on the inbox icon on the dashboard
stands out more now.

  Change position of new email icon and put background behind it

Bug description:
  Mahara 18.10: The inbox icon is now back outside of a menu, but the
  counter for the unread emails is too big and overlays the icon too
  much when going into double digits. Evonne is going to improve on
  that.
