  Ubuntu 16.04
  mysql-server

  Mahara 18.10rc1

  Upgrade and new install without problems.
  Website working except:

  Installing elasticsearch 5.5.1
  Indexing and searching working.

  to reproduce the failure:

  click on  menu-create-tags

  Mahara:Site unavailable ...

  See attached file ...errorlog by apache
