Bug 1794189: Fixing edit post/topic time remaining message

Things done:
1) Giving it alert styling
2) Getting the number of minutes to count down so to be less confusing

  edit topic and edit post pages display message needs fixing

Status in Mahara:
  Fix Committed

Bug description:
  When you edit a forum topic/post that you have made there is a
  message:

  "You have X minutes left to finish editing."

  This message needs to be more prominent.

  Also if you are a moderator for the group forum you see this message
  but once the time is up you are still allowed to edit the topic/post
  so the message is not needed in this case.

  Also the message appears when page loads but does not change while
  editing - what is needed is for the minutes to tick down to reflect a
  more accurate amount of time remaining.
