  Add a "Loading" indicator on the timeline page

Bug description:
  Mahara 18.10RC1

  When a page has lots of content, in particular some that needs
  fetching from other sources such as Open Badges, the timeline view
  takes a very long time (in my case up to 20 seconds) to load without
  any indicator that anything is happening on the page.

  It would be good to have a "Loading" indicator on the page so people
  know that Mahara is processing the request.

  For 19.04 we will expand that a bit more in bug #1796587
