Title:
  Update help to manual links to match new navigation changes

Status in Mahara:
  Fix Committed

Bug description:
  Now that we have changed some menu placements for things the help link
  to the manual is broken in some places.

  This is due to the mappings to manual link being based on MENUITEM
  value and these have changed.

  So we need to update the mappings to reflect this
