  Make the Inbox block's notifications list be alphabetical

  Fix Committed

Bug description:
  Currently it is not.

  Needs to be alphabetical + have the option for admins to appear last

  The Account -> Settings -> Notifications is alphabetical so the Inbox
  config needs to be as well
