Bug  1797991: update z-index of btn-group-top

we have to set z-index of btn-group-top
to be over .inner-link elements
like .custom-dropdown does

Bug description:
  Bug Summary: The RSS icon displayed on an RSS block located near the "..." drop down menu has the wron Z axis and is displayed over the drop down menu 
  -----------------------

  Environment tested: Master
  Browser tested: Chrome

  Preconditions:
  1. User has portfolio page with an external RSS feed block right hand corner near the ... drop down menu

  Test Steps: 
  1. Browse to a portfolio page in display mode 
  2. click the ... drop down menu to see the Add to time line 

  Actual result: The RSS feed icon is displayed on top of the menu

  Expected result: RSS feed icon should be displayed under the menu when
  it is open
