Sign-off and verification of a portfolio page

Bug description:
A user can sign off a portfolio page to indicate that all requirements
have been met. That status then flows into the progress bar for the
portfolio.
The user's manager / assessor can verify certain pages of the
portfolio, and the status flows into the progress completion page.
Characteristics:
• A new block is added to the page that allows for sign-offs by the user and verifications by their manager. This information flows into the progress completion.
• In the block configuration it is determined whether both sign-off and verification are needed or whether sign-off is sufficient.
• No sending of notifications.
• User can only sign-off but can't click the “Verify” button and manager can only verify but not sign off.
• Manager can still verify a portfolio even when the rest of the portfolio is locked.
• When an icon is clicked, a modal comes up to double-check that they want to take the action.
