Title:
  Incorrect lang string when looking at the T&C of a person under "Legal
  consent"

Bug description:
  When you view the Terms and Conditions to which a person has consented
  to, the lang string starts with "Privacy statement for version "X" is
  as follows" instead of 'Terms and conditions for version "X" are as
  follows', which you see when you view old versions of the T&C on
  /admin/site/privacy.php

  To replicate:

  1. Activate strict privacy in the site configuration.
  2. Change the terms and conditions and the privacy statement of the site and one institution.
  3. Go to "Reports" and select the "Legal consent" report where the "To" date includes tomorrow's date so that items from today can be reported on.
  4. Double-check that you are on the T&C tab.
  5. Click on any of the terms and conditions links on the resulting page. You should see a page similar to the screenshot where it says 'Privacy statement for version "X" is as follows' when you click the icon of the eye.
  Expected result: The text starts with 'Terms and conditions for version "X" are as follows'

  The correct text is displayed when you are on /admin/site/privacy.php
  and thus hopefully, it's not a major change.
