Double tap does not work for me but i just tried to do it attaching a regular mouse to my phone and it works with it. 
The delete Button  next to it shows the same behaviour

  Edit block button on Chrome Mobile not working

Bug description:
  Mahara 18.4
  Chrome Mobile 70.0.3538.64 for Android

  Gear Shaped Button to edit any block when editing a portfolio does not work. Dialogue to edit contents does not show up.
  Does not work either when displaying the desktop view of Mahara

  Works fine on Firefox for Android
