Color contrast issues for navigation arrow bar found on a group page

Tested on Mahara 17.10 stable
Ocean - Background #2584A4 --> Forground #FFFFFF = Contrast ratio 4.27:1
Modern - Background #22C49C --> Forground #FFFFFF = Contrast ratio 2.22:1
Primary School - Background #8AA828 --> Forground #FFFFFF = Contrast ratio 2.72:1

Tested on Mahara 18.04 stable

  Environment tested: Master
  Browser tested: Chrome

  Preconditions: 
  1. user exists
  2. groups exist 

  Test Steps: 
  1. Browse to the following pages 
  -- a. /account/apps.php
  -- b. /group/view.php?id=1

  
  Expected result: color contrast on page elements needs to meet Contrast Ratio 4.5:1 ration for a AA standard (WCAG 2.0 Compliance)
