To replicate:

1. Create a collection with at least 6 pages.
2. View the collection in display mode and open the page navigation.
Expected result: The drop-down menu is fully displayed in front of the buttons.
Actual results: The Edit button is shown on top.

  z-index issue with collection navigation drop-down

Bug description:
  The collection navigation drop-down menu opens behind the "Edit" and
  "Copy" buttons on a page (see attachment) when it should open on top
  of it. I think it might be a z-index issue.

  Please also check if it affects 18.04 and 17.10.
