missing package php-mbstring - local psotinstall fails

Hello
I find a behaviour which is very strange.
Mahara 18.10 NEW installation ...maybe affects further versions
Ubuntu 16.04.x
Mysql
If the OS-package "php-mbstring" is missing the installation work execpt the last step.
The last step local-post-install crash.
The next step you see is the homepage itself.
There is no way to login, because there are no valid admin-information given in post-installation process.
Only error log of apache shows an error concerning mb-string.
Maybe it's possible the check the prerequistes on the beginning of the
installation process
