Title:
  Make 'strftimedateshort' lang string actually have short month name

Status in Mahara:

Bug description:
  Currently it is only used in reports overview page and there it would
  be fine/better just to use 'strftimedate' lang string

  Currently the 'strftimedateshort' is like '05 November' but it would
  be more useful to be '5 Nov 2017' so that the 'strftimedateshort'
  complements the 'strftimedate', which is like '5 November 2017'

  This would make it useful to use the long version on a page like Plan
  task list and use the short version on the plan block
