Currently, we can determine which artefacts can be commented on and
which ones can't by selecting the option either in the artefact
settings, e.g. file options or on the blocks, e.g. note block.

So we can have the case that 2 images can be commented on, a PDF cannot,
and then the page itself has moderated comments. This is rather complex.

A more streamlined approach would be to go with the page permissions: If
comments are allowed on a page, any artefacts that allow comments can be
commented on. If comments are moderated then that goes for all
artefacts, if certain people can comment and others can't, that
propagates through to the artefacts.

That way, we could simplify the options for artefacts / blocks esp. in
light of simplifying Mahara pages in general and go with the page
permissions.
