  Peer assessment block in timeline needs  adjustments

  Confirmed

Bug description:
  The 2 adjustments the peer assessment block needs are:

  1) record/show only those assessments that occurred at that version
  2) Don't display the 'add assessment' link in the version render

  For point 1 looking at how blog block works may be a good start
