Bug 1802386: Ability to list/sort the quota used for users

List it by percent used (plus include raw used/space)

  Allow quota details in 'User details' report

Bug description:
  This will allow admins to see which users are nearing their quota
  limit

  It would need to allow the sorting by quota percentage

  It would need to display the actual quota used vs the quota allowed as
  well as different institutions can have different quota limit
