Bug 1802412: Allow get_groups_by_id to return description with html tags

As it should be up to the consuming system to keep/strip HTML tags as
it sees fit

Bug description:
  We should allow get_groups_by_id_returns() to return description with
  html tags in place and let the the consuming system to keep/strip HTML
  tags as they sees fit
