[Bug 1803420] [NEW] Option to exclude users with higher quota from being updated

 

Public bug reported:

When an admin wants to increase the quota for users (either site or
institution), they can do so only for all users irrespective of the
current quota. Thus, if a user already has a much higher quota, suddenly
they are dropped to have less space available.

It would be good to have the option to exclude users with a higher quota
than the one to be set from getting updated.
