  Fix ordering of forums when there are more than 10 forums

Bug description:
  If there are more than 10 forums, they are not displayed according to
  the sort order that you have specified.

  DB: MySQL and Postgresql.

  Mahara versions: 1.4, 1.5, 1.6.
