Tested on Mahara 18.10 master

Test Steps: 
1) Log in as admin 
2) Set the site theme to one of the 4 Theme colours 
--- a. Raw
--- b. Ocean
--- c. Modern
--- d. Primary school
3) Browse to navigation arrow bar found on a group page (/group/view.php?id=1 )
4) Verify the colour contrast ratio meets an "AA" standard of 4.5:1 

Actual Results: 
1. Raw - Background #DEE9CF --> Forground #556D32 = Contrast ratio 4.6:1 ✔
2. Ocean - Background #0A4F66 --> Forground #FFFFFF = Contrast ratio 9.04:1 ✔
3. Modern - Background #157C62 --> Forground #FFFFFF = Contrast ratio 5.13:1 ✔
4. Primary school - Background #5B6E1C --> Forground # = Contrast ratio 5.69:1 ✔

  Browser tested: Chrome

  Preconditions: 
  1. user exists
  2. groups exist 

  Test Steps: 
  1. Browse to the following pages 
  -- a. /account/apps.php
  -- b. /group/view.php?id=1

  
  Expected result: color contrast on page elements needs to meet Contrast Ratio 4.5:1 ration for a AA standard (WCAG 2.0 Compliance)
