[Bug 1808096] Re: "Edit file" panel doesn't go across entire width anymore
Environment tested: Master
Browser tested: Chrome
Preconditions:
------------------------
1) Files are uploaded to users account files
Test Steps:
------------------------
1) User log in
2) Browse to Main menu > create > Files
3) Click the pencil icon to edit a file
4) Verify that the "Edit file" section is displayed the full width of the main content section of the page ✔
5) Verify that the "Edit file" section displays with a light grey background colour ✔
6) Verify that the "i" help icon is displayed to the right hand side of the section in the middle ✔
7) verify the the above is applicable for the themes as follows.
--- a. Raw
--- b. Modern
--- c. Ocean
--- d. Primary school
--- e. Institutions Custom theme configuration

Bug description:
master and 18.10: When you edit a file via Create -> Files, the
dialogue doesn't go across the entire page anymore like previously
(see https://manual.mahara.org/en/18.04/content/files.html#edit-a
-file-or-folder) but only covers about half of a page (see
attachment).
