Bug 1440916: Add attachment to forum posts

Allow one to attach files to forum topics/posts

Allow one to upload file to attach either to the user's section or to
group's section depending on which tab selected

Bug description:
  Currently, a user is able to add files to feedback on a page and
  comments on an artifact but not in a forum post. It seems to be a
  valuable feature for enhancing discussion.
