Bug 1814078: Including the PHPMailer SMTP file as well

This is needed if the user has configured the SMTP settings in
Administration -> Configure site -> Email settings

Bug description:
  - problem: [WAR] b2 (lib/errors.php:535) [Error]: Class 'PHPMailer\PHPMailer\SMTP' not found
  - Browser-Message: "Mahara: Site unavailable
  A nonrecoverable error occurred. This probably means you have encountered a bug in the system"

  - used mahara 18.10.1 (testing) from 31.01.2019 (SHA-1: c0da1756ef212d899db6614c9e790079121e78b4)
  - operation System Ubuntu 18.04 LTS with PHP 7.2 (shipped with Ubuntu 18.04)
  - database: mysql 5.7 (shipped with Ubuntu 18.04)
  - Error is reproducible on any browser
