TEST STEPS:

1) Log in as site admin 
2) Browse to Main menu > Create > Tags
3) Confirm that when user opens main menu, the "Tags" link is highlighted ✔
4) user click the "Edit tags" link 
5) Confirm that when user opens main menu, the "Tags" link is highlighted ✔

Title:
  Edit tag page not highlighting correct menu item

Status in Mahara:
  In Progress

Bug description:
  When we are on the 'Create -> Tags' page and we open main menu the
  item 'selected' is 'Tags'

  When we click the 'Edit tags' button (note user needs to have tagged
  something) and we open main menu the item 'Tags' is not selected
