[Bug 1818463] [NEW] Create notification type "Account registration"

 

Public bug reported:

When people self-register on a Mahara site and registration confirmation
is required, an email is sent to the institution admin or site admin (if
there aren't any institution admins or if the registration is for "No
institution). That email bypasses the internal Mahara notification
system and is sent straight to the admin's email account.

That means that if a site has 3 site admins, all of them receive the
registration emails though maybe only 1 needs to deal with
registrations.

When an existing user registers for an institution, their email goes
through the regular system notifications in Mahara. Just not the self-
registering people.

I would be useful to set up the notification type for admins
"Registration confirmation" and allow the options to be the normal ones
(Inbox, Email, Email digest, None) so that admins can decide whether to
receive them or not, but not get them mixed up with system
notifications.

Essentially, it is already a notification because the reply address is
noreply, the standard Mahara email and not the registering person's
email address. A response thus needs to come via Mahara

To replicate:

1. Allow registration on the site. Require "Confirm registration" on site or institution level.
2. Register as a new user.
3. 
Actual result: Admin receives email that is not in the Mahara inbox.
Expected result: Admin receives notification via Mahara and can decide whether to receive it via email, email digest, inbox or not at all (like other admin notifications). This is decided by the notification type "Registration confirmation".
