  Load only 3-4 versions on the timeline

Bug description:
  In Mahara 18.10 we added the timeline. It loads all versions at once,
  which can be quite time consuming. It would be better to only load a
  small number of version, e.g. 3-4 and then load others progressively
  as and when needed.

  If the fix is not too intrusive, this may also go into a minor point
  release of 18.10.
