  Institution contacts page looks broken

Bug description:
  The page that shows the insitution admins/staff looks broken

  This is the page at institution/index.php?institution=test

  To test:
  1) Create an institution (eg test) and add some members
  2) Make a few members be admins and a few be staff
  3) go to the url institution/index.php?institution=test

  You should see the brokenness like in the attached screenshots

  It is broken both on wide screen and small screen
