Bug 1820912: Do not show retraction on blocks exported to HTML

We just want retracted blocks to display as non-retracted

Bug description:
  This is most likely due to the javascript needed being not available

  But when it comes to HTML export it would make better sense to not
  allow retractable-ness and just display the block as a non-retractable
  block
