[Bug 1823064] [NEW] Button "Add to friends" not working correctly in isolated institutions

 

Public bug reported:

The button "Add to friends" is not working when institution member
clicks it for a site admin on the "Find people" page.

If site admin needs to approve requests and the "Send friend request" is
clicked on "Find people", an access denied message is displayed.

It is possible though to click the "Add to friends" button on the
profile page and be added as a friend.

If institution members shall not befriend site admins and staff, the
button / link should not be displayed.
