Title:
  Site staff can't send message to member when using isolated
  institutions

Status in Mahara:
  In Progress

Bug description:
  Site staff can see profile of everyone and add them to their friends /
  request friendship, but they can't send them a message.

  Since institution members only accept messages from site admins, site
  staff shouldn't be able to do things that can't be reciprocated.
