Revised the Behat script to include all of the following

Test for the following
  1) Site admin & Inst admin Users can create or delete Institution tags
  2) Inst tags can be used on Inst pages
  3) Inst tags can be used  on contant such as journals
  4) Inst tags can be used on User Portfolio pages
  5) User should not be able to select the same tag that has been previously used
  7) Verify that the Correct tags used are displayed when viewing the displayed page
     
NOTE: #6 is out of scope at this time until a patch is made - script will include steps but they will be commented out 

6) Verify that the tags have been Not been shortened to 3 characters and
also display the number of times used

  SUMMARY: 
  When an admin sets up institution tags, they are not available when setting up institution pages or content for the institution. 
  This will make it harder for people using the institution tags as the institution admin would want to use the official tags on templates that are copied to institution members.

  REQUIREMENTS:

  1) Confirm Inst tags can be used on Inst pages
