Title:
  Group member without edit permissions should see file / folder details
  in the group's file browser

Status in Mahara:
  Confirmed

Bug description:
  When a group member does not have edit permissions for pages and
  files, they do not see file or details in the group's file browser.
  That means, they can't see license information and permissions as well
  as the person who uploaded a file. They should be able to see those
  details though, just not be able to edit them. Displaying all that
  information in the file browser table itself can be too much when
  there is lots of information. Therefore, it would be good to still
  display it in the panel that can be hidden.

  To replicate:

  1. User A is group admin and set the permissions for the group so that only group admins can create and edit group pages and content.
  2. User A uploads a file to the group's file area. She can see the "Edit" and "Delete" buttons in the file browser for the file and see more details there.
  3. User B is a normal group member. When he goes to the group's files area, he only sees the file browser table but can't see additional details.

  Expected result: He can also see additional details just not edit them.
  Actual result: There is no panel that folds out.
