Bug 1825688: Add title tag for "More options" button on details page

The "More options" button on the artefact details
page when coming from a page didn't yet have the
"More options" title tag. This is now added and
the screen reader text updated to also say "More
options" for consistency.

  "More options" button on artefact details page doesn't have title text

Bug description:
  When you are on the artefact details page on a page, the "More
  options" button doesn't have a title tag. It should have it though so
  people can hover over the button and see what it does.

  Things to fix:

  1. The screen reader text should state "More options" instead of just "More ...".
  2. The title tag for the button should state "More options" like the "More options" button on the regular page.
