Bug 1824684: Tags for folders and files appearing for non-personal files
Separated the show tags from the user id of who is owning the tags
Also, removed help icon for Institiution tags in the settings as there
was no linked help text for the icon and the existing description
is intuitive enough.

Tags not displayed in group, institution, and site file browser

Bug description:
In bug #1783153 tags were added to be displayed in the file browser.
However, they are only displayed in the personal files area and not in
groups, institutions, and the site level.
To replicate:
1. Create a group and an institution.
2a. Add a file with description and tags to the group.
2b: Add a file with description and tags to Admin menu -> Institutions -> Files.
2c: Add a file with description and tags to Admin menu -> Configure site -> Files.
Expected result: Both description and tags are displayed in the file browser table.
Actual result: Only the description is shown.
