Public bug reported:

The modern theme is the only theme with an input focus color background
that makes it hard to read the text.

This is to be removed.

1. Log in as a user and have the modern theme.
2. Place your cursor into the "Search user" box.

Expected result: The background doesn't change.
Actual result: A neon blue background is displayed.
