  CRON Job - [WAR] f8 (auth/lib.php:2115) A non-numeric value

Bug description:
  Hi,

  We have multiple error [WAR] f8 (auth/lib.php:2115) A non-numeric
  value encountered in log CRON.

  auth_handle_institution_expiries need to get $warn value but this
  value can be set to null.

  I propose this patch to check $warn before to launch another commad.

  Mahara 18.10 (possible other version)
