Bug description:
  TITLE:  Annotation block title field has background too dark

  BUG SUMMARY: When a making an annotation for a Smart evedence
  ==============================================

  Environment tested: Master
  Browser tested: Chrome

  PRECONDITIONS: 
  ------------------------ 
  1) Mahara user exists (No roles) 
  2) collection exists as follows 
       a) Smart evidence = career readiness

  TEST STEPS: 
  ------------------------ 
  1) Mahara user makes an annotation for the smart evidence framework 
  2) fly-out modal should be displayed 

  Expected Result: The fly-out modal "Block title" field should be
  disabled where user cannot interact with it ✔ The field should also
  have a light grey background colour indicating user can not interact
  with the field and user should be able to see the Block title text
  through the background.

  Actual Result: The fly-out modal "Block title" field should be
  disabled where user cannot interact with it ✔ The back ground colour
  for the field is way too dark see attached screenshot
