TITLE: SmartEvidence error message needs a more generic message
BUG SUMMARY: When changing a SmartEvidence frame work when another frame
work has bee stated, The error message is confusing. If a user has one
page and they have set multiple Standard elements to Ready for
assessment. Then the error message displays the page multiple times in
the error message. which is confusing.
ACCEPTANCE CRITERIA:
1) The Error message should display the page name only once no matter if the page has 1 or multiple Standards set to ready for assessment

a) A Smart Evidence Framework assigned to it
b) Some of the pages have been set to Ready
2) There are at lease 2 frameworks that are active
TEST STEPS:
------------------------
1) Log in as user that has collection mentioned above
2) Edit the collection and select another framework
3) Verify the Error message displays the page name only once no matter if the page has 1 or multiple Standards set to ready for assessment ✔

PRECONDITIONS:

1) Collection exists and has
a) A Smart Evidence Framework assigned to it
b) Some of the pages have been set to Ready
2) There are at lease 2 frameworks that are active
TEST STEPS:
------------------------
1) Log in as user that has collection mentioned above
2) Edit the collection and select another framework
Expected Result: An error message is displayed Indicating user cannot
change the framework because some of the pages are connected to
another framework
Actual Result: The following error message is displayed:
You cannot change the framework. The following pages have evidence connected to this framework: 'Untitled v.3' 'Untitled v.3' 'Untitled v.3' 'Untitled v.3' 'Untitled v.3' 'Untitled v.3' 'Untitled v.3' 'Untitled v.3' 'Untitled v.3'
The issue is that the same page is listed over and over and does not
add information as to the exact problem page - better to give a more
general message or help text as to possible causes of the error.
