[Bug 1828331] Re: Inconsistent time formats across Mahara

Hi Ghada,

Times are formatted differently in various languages, and the
translators can change the format according to their local requirements.

For Mahara core, I suggest we use:

Day Full Month Year, 24-hour format, e.g.

3 May 2019, 17:40
6 December 2019, 3:40

We would keep the "Today, 10:34" format from
https://launchpadlibrarian.net/422900847/24-hour%20format%20on%20Group%20Forum%20page.png
which can also be found in forum entries to indicate that the post was
only made recently. But once it ticks over into the full date format,
it's consistent with the rest.

Title:
  Inconsistent time formats across Mahara

Status in Mahara:
  Confirmed

Bug description:
  Mahara: 17.10.9+
  OS: Linux
  DB: Postgres
Browser: FF, Chrome, Others as well

The time display has inconsistent display format at different areas.
  Please see the attached screenshot.

  Some of the areas include:
  - Shared with Me (24 hr format)
  - Group Forum (24 hr format)
  - Group Journal (12 hr format)
  - Group About (12 hr format)

It would be useful to align the whole site to display only 1 format
  (e.g 24 hours)
