  The context help for Activity types does not explain the
  'Administration messages'

Status in Mahara:

Bug description:
  Version: master (1.11), 1.0

  Login as a site/institution admin, you should see the item
  'Administration message' in the drop-down box "Activity types".
  However, when clicking the "help icon", you don't see the explanation
  of this item.
