  Links and resources links open in new window

Bug description:
  For our local implementation of Mahara we use the links and resources
  area to show various help links for users to aid with their ePortfolio
  experience. As these are help docs to be used while working in
  ePortfolio we'd like them to open in a new window/tab, but there is no
  such option at the moment.

  Checking the database, there is no column for a link's target either.
  I'd like to request being able to add/edit a link to the links and
  resources area(admin/site/menu.php) and select whether it opens in the
  current or a new window.
