Title:
  Behat; add-tags.feature, add back in failing lines

Status in Mahara:
  In Progress

Bug description:
  We commented out some lines of a test that were failing due to the bootstrap 4 patch needing to be merged. 
  That is now done, so I am reinstating the lines. Some were re-added in https://bugs.launchpad.net/mahara/+bug/1827305. This is the remainder.
