Here is a patch for my proposed fix. This was done on version
19.04.0_RELEASE as that's the version we will be deploying next. This is
my first patch attempt... hopefully I've done everything correctly, it
was a pretty simple fix.

  Skin import gets virus scanned when virus checking is disabled

Bug description:
  Mahara version: 18.04.1

  Importing a skin still gets virus checked if ClamAV path is configured and virus checking is disabled.
  Looking at the code it seems like it should check before lines 265 and 327 of htdocs/skin/import.php.
