Bug description:
  Mahara: 19.04.0
  OS: Linux
  DB: Postgres 10.8
  Browser: n/a

Since the beginning of Mahara, site admins have always been able to send a message to any user in the system regardless of the user's notification settings.

With the introduction of isolated institutions (in 19.04), this
  capability has been removed.

  It should be re-implemented.
