Public bug reported:

The bootstrap columns are used to display content side by side. However,
on IE11, they dont work with the sidepanels.

To replicate:
1. On IE11, log into a mahara site
2. Observe the panels on the dashboard

Expected result: Side panels should be on the right hand side
Actual result: Side panels are at the bottom of the page
