Bug 1829940: Create plugin base config form / system

And create a form for the blocktype class
Allow the blocktype_installed to have a sort order

  Goal: Be able to create templates more easily by setting up the basic
  structure, including block headings, but without the need to choose a
  specific block type from the start.
