Steps to test:

in your code/mahara directory run:

make clean-css && make css
check your browser settings and delete any cookies you have for mahara
Go to ./admin/site/cookieconsent.php, set Enable Cookie Consent to yes and click save changes.
You should see a pop-up banner at the bottom of the page that looks like the attached screenshot.
